Do Not Live Off On The Generosity Of Thy Neighbours!

Dear Fellow Residents,Neighbours and Friends,

It is a concern which I would like to share with all residents in our community in Taman Mutiara Puchong which comprises 3 specific key areas:

1. Disregard of Taman Mutiara Puchong House Rules by residents (both owners and tenants alike)
2. Late payment of monthly security fees
3. Defaulters

I am highlighting all of the above as a very concerned resident as all of the above will have a severe impact on our way of life in Taman Mutiara Puchong due to the fact that it is a "GATED & GUARDED" community with facility/s to upkeep especially security which is the the reason why we purchased our homes here in the first place.

It is this specific feature which attracted all of us to do so and of course the thought of the community surrounded by lakes is another possible selling point. Having said this it is tantamount that all residents must realise the imporatnce of following the house rules and be prompt in paying the said security fees as we are all equal stakeholders.

For those residents that do not want to conform for personal reasons which I am very suprised of, I sincerely advise you to look back upon the time when you were about to make the decision to purchase your home here and the main reason why you did so.

It is not logical for anyone to purchase a home here in a gated and guarded community when you do not even place emphasis on the important aspect of keeping the community safe which are abiding by the house rules of entry, registration of visitors, and paying for the service which is only RM 100 per month.

It is a team effort and all house owners must realise this importance as the foundation of ensuring that there is sufficient funds to maintain all of the services currently all of us enjoy because if we are not careful and do not play our part to ensure conformity then we stand the risk of losing the facilities such as being able to afford guards to keep us all feeling safe 24/7.

This is not a threat but a mere possible outcome if we do not look at the essential facts and issues which we are currently facing. We must all stand united and act as responsible stakeholders in this community to remind all of our neighbours and friends to come forth and play their role as responsible home owners and residents and not live of the generosity of their neighbours in the same community especially defaulters and errant home owners.

Trust me if we do not work together to alleviate these issues and problematic areas we will one day drive through the entry points without boom gates and guards and that will be the day I will sell my house and purchase another home where I can live with residents that will collectively care for their community.

Kindly do the right thing for the sake and betterment of the community and not for any selfish reasons. Think of the safety of your children, family menbers etc.

RA Working Paper Initiatives 2009








Images above shows the work in progress (pictures taken 21st October 2009) of the installation of the newly acquired galvanised weld fence totalling 169 pcs altogether.
This is to replace the weather beaten and rusted original metal grille (low grade) which also have many weaknesses in the design (step ladder and wide gap) which have caused many inconveniences and security issues plus poses safety concerns to the residents.
The weld fence design and material was chosen to alleviate the following concerns:
1. Ease of entry by tresspassers as the gaps between fencing have been reduced to 3X6 inches
2. Prohibiting small bodied individuals to crawl through as evident by several witnesses of small school children going through the gaps as a shortcut through the high tension area to the main road to catch their school bus etc.
3. Prohibiting stray dogs from entering through the gaping spaces of the previous old fencing design. This will also allow better success rate for MPSJ's enforcement officers to catch these strays as they are not able to flee through the gaps of the perimeter fencing anymore.
4. Weather proof design ensures long and lasting tenure as oppose to the oxidised and rusting metal grille currently being replaced after only 3 years. New material will last a minimum of 10 years without maintenance as it is galvanised through dipping process with a minimum of 3-5 microns.
5. New design also enhances the look and feel of the area and provides a very clean image as well as lighting.
The project's Phase 1 which now encompasses only the perimeter area of Jalan TMP 2A will be extended to the perimeter wall covering Jalan TMP 8 once the funds collected is sufficient to finance Phase 2 of the exercise.
Perimeter fencing behind the houses at TMP 6 will not be included as the perimeter is well guarded by YTL's security personnel and not cost effective to include in the said project plan. The said area do not pose any security concern or threat.
The said project can be realised due to the positive response by the residents in fulfilling their monthly service fees committment of RM 100.
The RA would like to congratulate all service fee paying residents for providing the necessary committment and support as this is the exact attitude that will take this community to greater heights in improving the overall environment (safety and security).
On behalf of all service fee paying residents I would like to seek the cooperation of all service fee defaulters to come to their senses and be a part of a thriving and socially responsible community by settling the default amount in full so that the laid out projects in the working paper can be completed at a much faster pace for the betterment of the entire community.
Again I would like all residents to chip in and apply the necessary social moral pressure on these defaulters if you know them or of you are their neighbours because you are paying for the facilities they are enjoying including their childrens and other family members.
Imagine RM 100 a month only, do a quick survey and ask around and you will immediately find that this is one amount that is the most reasonable of all.

PROJECT COMPLETED NOVEMBER 2009

Other inititives currently in progress:

Installation of additional DB Boxes (power supply) and spotlights for all the designated perimeter area-weak spots (dark areas/insufficient lighting).
-this project have already been executed and installation all completed but currently only awaiting MPSJ's approval as the RA have taken a proactive measure of going ahead as it a project that is of the highest priority due to demand from residents especially corner houses affected by the poor lighting and darn corners causing anxiety to the affected residents.
-the cost of the said project is funded by the RA through the funds collected as well but the RA through the assistance of the JKP Zone 9 is applying for the allocation of funds to reimburse the RA as rightfully such an addition to provide more lighting in a residential area is the actual responsibility of MPSJ.
-the RA have acted promptly because the need to have these additional lighting and importance have already exceeded the patience of awaiting for "HANDOVER" issue which to date the developer is yet to fulfill. Point to note Mutiara Indah have already been handed over but for some uncanny reason (you are free to speculate) Taman Mutiara Puchong is still covered in uncertainty.
-proper application letter have already been forwarded to MPSJ and relevant picture images forwarded (MPSJ's officers already did a site inspection) and now only awaiting the necessary approval. I expect to receive only the most favourable reply which is the only outcome available since MPSJ do really need to provide what is lacking and in this specific case street lighting and perimeter lighting.

PROJECT COMPLETED AND APPROVAL GRANTED BY MPSJ (AWAITING TNB CONNECTION)

Additional 4 more speed humps to be located along TMP 2A as this is the only stretch of road in TMP that is without, and the management office have received numerous complaints pertaining irresponsible motorists speeding on this particular road.
- this proposed project have been submitted for funding again to JKP Zone 9 for appropriate allocation and this time around followig specific specification provided by MPSJ. With this in mind allocation should not an issue and should be duly approved since the forst 10 road humps were fully funded by the RA.

PROJECT COMPLETED DECEMBER 2009 (CHEERS TO JKJP ZONE 9 MPSJ FOR INDEN FUND APPROVAL)

Upgrading of the CCTV system to allow for remote viewing and video recording with clarity and precision

PROJECT SCHEDULED TO COMPLETE BY JANUARY 2010

Submission of the proposal for DUAL LANE ENTRY construction
-the RA have recently obtained the blueprint of Phase 2 and currently awaiting for the blueprint of Phase 1 for the entire overview of the proposed area involved prior to commissioning a contractor to draft the proposed plan for submission to MPSJ for the appropriate approval

Always remember that the RA consists of fellow residents like yourself hence they have no alterior motives except those that will serve the community's best interest as proven from the very first committee that began serving almost 3 years ago.

Action speaks louder than words and the RA have always let the actions speak for themselves. Residents with grouses and complaints are reminded to put forth constructive suggestions and not make "noises" for the sake of making them.

Follow the proper procedure of lodging relevant complaints to the management office and always remember do so for the betterment of the community in a constructive way.

RA members are volunteers so please bear this in mind if you think volunteers owe you something (to those residents that do not understand community service concept or social responsibility).

If you cannot walk the talk then kindly let those that can perform and do what is best for the entire community as a whole.

Lastly I would like to wish all residents a fantastic year ahead and to fulfill all obligations in the community by doing what is best for the community.

RA TMP EGM (14th June 2009) @ 4.00 PM/SUNDAY

This particular post is to inform all unit owners in Taman Mutiara Puchong of the EGM called by the Residents Association to pass resolutions pertaining the following areas:

1. Security enhancements measures
- Additional lighting for areas which are currently considered too dark and vulnerable especially corners of the perimeter wall fence i.e. corners at Westlake and high tension area.
- Replacement of the perimeter wall fence metal grille with a steel galvanized weldfence which will significantly enhance security due to better design and finishing.
- Drafting of the dual lane entry plans and submission to the authority for approval.

2. Passing of additional by-laws to be incorporated into exsiting house rules to enhance rules and regulations for better security and safety measures

3. Incorporating the deed of mutual covenant and the house rules to form part of the RA constitution for stronger enforments against habitual defaulters to ensure fairness, better protection and most importantly sustainability of security and safety for all residents.

The said EGM will be held at TMPCC (Management Office) located at No.60, Jalan TMP 4, Taman Mutiara Puchong. Please attend to participate and be a part of the RA and take the opportunity to mingle with the newly elected committee members.

Take the opportunity to also support your RA and be a member as the current membership base of 50+ people is not enough and more residents are needed to come forward to join to ensure majority representation by the RA.

Managing Defaulters - CARROT or the STICK?




My last couple of posts in this blog has been to promote safety and security awareness within Taman Mutiara Puchong and of course not forgetting all the other readers where ever they may reside at as safety and security should always be on top of everyone agenda in day to day life.

In times of economic uncertainty, crime rate will increase and as such we have to be more vigilant and responsible in ensuring that all necessary precautions have been taken to prevent such activities from taking place and especially to us. Prevention is the CURE and not the usual saying of "Prevention is better than a cure".

With the above reiteration of some of my previous posts main points, I am inclined to use this blog space to address the issue of "DEFAULTERS" of service fee payments in Taman Mutiara Puchong, with the intention of drawing upon the support and feedback of all the socially responsible residents whom are paying. Mind you majority of residents in TMP are responsibly paying the monthly service fee but it is unavoidable that we still have a handful of people that pays late, which is of course the norm and also a small group that thinks they are above the law and wants to go the full distance with the authority in what ever issues.

The latter is the group of people I am most concerned about as their current action or inaction in fulfilling their moral obligation and responsibility of owning a property in TMP is something all of us paying owners in TMP must come together and address.

Below are the current implementations of action to be taken against defaulters in TMP:
1. Issue reminders if payment not received after billing due every 14th of the month
2. If payment not received after 3 months ACCESS CARD BARRING will be exrcised accordingly. (Access card barring exercise will be done once every 2 months effective after the 15th April 2009 barring exercise).
3. If payment not received after 6 months LEGAL NOTICE will be served accordingly to the said unit owners.
4. Telephone reminders were made during the above said time frame to all defaulters.
5. SMS REMINDERS have also been implemented recently as this is a more personal approach as well as cost saving, efficient and more environmentally friendly as oppose to printing notices and sending to every household plus banners.

After much discussion amongst committee members in the Residents Association, the following suggestions have been voiced out to ensure that proper measures are taken to further educate the defaulters first and upon such measures failing only stronger methods will be enforced to maintain fairness with firmness to ensure equality for all unit owners (majority).
A) Final appeal letter from the RA to settle the amount in arrears and to meet the unit owner to discuss and settle the issue amicably if need to out of goodwill as fellow residents.
B) Hiring of legal counsel to further demand payments by issuing DEMAND LETTER and to take waht ever legal action accorded by law to take against such defaulters
C) Barring entry of visitors of the said defaulters by not allowing their vehicles entry. They can enter only after registering at the guard house but their vehicles are not allowed in. All privileges accorded to a gated and guarded community resident will be taken away.
D) Guards will not patrol houses without security tags but special attention will only be given to houses with SECURITY TAG.
E) The soon to be setup BUSINESS COMMUNITY NOTICEBOARD will only allow participation from prompt pay master of the monthly service fee to advertise businesses within the community for the community.
The above are just some of the suggestions put forth and the RA are still looking into more alternatives to bring to task a certain number of defaulters not acting in the best interest of the entire community.
It is every unit owners obligation to contribute the said monthly service fees from the date of "VACANT POSSESSION" irregardless of whether it is rented out or empty. There are no excuses that will justify not paying as from the very beginning it is a known fact by any home buyers that a gated and guarded housing development will have monthly committment fees payable i.e. condominiums and other gated and guarded housing developments. It is even stated in the Deed Of Mutual Covenants plus House Rules guidebook given to each and every home owners.
At the end of the day after all that is said and done, the RA of TMP just wants to ensure equality, fairness and rule of law, for without TMP will one day become one of the many casualties of a gated and guarded community that will be overun with crime and disorder which is not in the best interest of good law abiding citizens of Malaysia.

Robbery In Taman Maluri CHERAS........



RA TMP hopes that such incident will not happen in Taman Mutiara Puchong but the fact is, it might happen and will happen if preventive measures are not taken. Although this particular video clip is showing an actual robbery taking place in CHERAS, all of us in Taman Mutiara Puchong cannot take for granted the current state of security that all of us enjoy.........remember we have to protect the security environment in TMP and it is every single residents responsibility and definitely not just the RA to shoulder the burden alone, no way JOSE!!!

Please if you see your neighbours without the security tag kindly encourage them by sincerely educating them the importance of the RM 100.00 per month service fee contribution to the level of the security in TMP as well as for the very upkeep of the community in TMP.

We cannot rely on the police for our very own safety but remember safety always start from the HOME and the example we set within our family as well as within the community. REMEMBER what a police head once told me? The only people that do not care about security and safety are CRIMINALS AND CRAZY PEOPLE.......... I for one do not want to believe that 30% of the defaulters in TMP are either criminals or crazy but merely just not equating the significance in the action of PAYING RM 100.00 constitutes for TMP community and the impact it has on the perception of neighbours of residents whom do not have a security tag displayed on their gate.

Smile, you're caught

Hey lady, smile — we got you! Aren’t you the same woman who has been breaking into homes with your two male accomplices?

You three foreigners are now burglars caught in the act, thanks to an alert neighbour who has a video recording and photographs of your botched burglary in Puchong at 11.30am on Tuesday.

The video footage and photographs of your attempt to burgle the home of businessman Ricky Boey in Bandar Kinrara have been handed to the police.

The neighbour, a car mechanic who wished to be identified only as Hon, 40, got a clear shot of you in the car while you were making your getaway, empty-handed.
Shots of your accomplice escaping through the rubbish chute after Hon confronted him are also there for all to see.

The only thing we don’t know is whether you are all from the Middle East or Latin America, but you resemble the latter.

It all started when Hon and his wife were tutoring their daughter and the neighbour’s two dogs began barking.
From his window, Hon saw you, dressed in white, calling out for his neighbour.

You then hurled bits of food for the dogs that went silent immediately.
He was shocked when you, quite the agile one, climbed over the gate and unlocked the rubbish chute to let your accomplice in. Your other accomplice stayed in the car.

That’s when Hon began recording your crime.
Your accomplice who crawled in had a spanner and screwdriver in his back pocket.
You, in the meantime, went outside to keep a lookout.
You were looking the wrong way: You didn’t expect Hon, did you? At the porch, Hon confronted your accomplice who had managed to break the main door hinge.

He fled through the chute and to your now moving getaway car. Hon gave chase, grabbed a stick and hit your fleeing accomplice.
But he managed to get in — and you thought you made a clean getaway.
Too late idiots, you were all in a Toyota Wish MPV bearing the number WSB 3943, obviously rented or stolen

Home Safety Tips From TMP RA Security SubCom



Going Away During Festive Seasons......

Whenever you plan to go away during a festive season or for a vacation, here are some tips on things you could do to protect your home for your peace of mind.

Inform your neighbours and management office :
You may let your neighbours know how long you plan to be away, so they can keep an eye on your property. Remember to leave your contact number to neighbours in case of emergency.

Activate the security alarm system :
You may leave your house keys and alarm PIN number or remote control with a relative living nearby or a neighbour, so that they could check for you in the event of triggered alarm or false alarm. It is advisable to reset your alarm system with a temporary PIN number before giving it to them.

Interior and exterior lightings :
Install a timer which allows lighting to be switched on and off at preset times to avoid the notice of your absence by the outsiders. You may consider leaving a table lamp or some lights on during your outings.

Keep garden tools, equipments, ladders
Garden tools, equipments and ladders should be kept and locked up in a safe place as they could be used by a burglar to break in and gain entry to the house.

Keep refuse bin
Tidy away your refuse bins. Do not keep them in the refuse chamber as the garbage collector may leave them outside after collecting the garbage. Ask your neighbour to close the refuse chamber door if it is opened.

Stop newspaper & food supply
Cancel deliveries of milk, bread, newspapers etc. If anything continues to be delivered, ask your neighbour to collect them. Uncollected items will draw attention of the outsiders that your house is unoccupied.

Care for your plants
Ask your neighbour or gardener to help to water or maintain the exterior plants. You may give the external gate's key to your neighbour or gardener for this purpose. Also, you may put your interior plants outside to be maintained together.

Prevent water retention
Make sure all the empty containers, vases, flower pots etc at exterior are overturned or covered to avoid water retention for mosquito breeding.

Inform the guards
You may want to inform the guards so they can check and prevent any suspicious visitors from approaching your house.

Pets
Remember to make arrangements for your pet's boarding.

Other things before you leave your home:
- Close and secure all windows, doors and gates
- Remove all plugs from sockets
- Close all water taps
- Disconnect the hob from the gas supply or close the gas supply outlet
- Turn down your house telephone's ringing volume

Security Enhancement Exercise Phase 2



The image posted above is the security tag for each household to be displayed prominently and to be placed on the gate. The security tag is only for prompt service fee payee in Taman Mutiara Puchong.

This is a necessary step and truly unavoidable as such a measure will ensure fairness to all the prompt paying residents in Taman Mutiara Puchong. The security personnel will only provide their full service for households displaying such a tag when the exercise is completed. This exercise will be executed soon and will be completed before the end of October 2008. The management office is currently making the necessary preparation to ensure smooth execution and tabulating the necessary data for the purpose of such an exercise.

When the exercise kicks off, volunteers from the RA will visit households whom are prompt payee with the security tags and will attached these tags accordingly, a form will have to be filled providing the management office with the latest data pertaining to the number of cars and their respective registration and further checks on number of access cards etc will be carried out. This is to ensure that the data collected will be used to update the database currently in hand to have the latest and most updated information to ensure that the management office do have in hand the necessary information to carry out their duties to the upmost.

House owners will have to acknowledge the receipt of these tags accordingly when these visits are made to ensure minimum abuse of these tags. These tags are provided free of charge.

The recent access card barring exercise have been successful in ensuring that the majority of the residents in TMP act in a responsible manner and to maintain the security level consistent with a gated and guarded community. There are still a lot more to be desired but small steps are being taken to ensure that the welfare and well being of all law abiding residents will be protected and fairness plus firmness exercised on those that are irresponsible and ignorant.

It is important to note that the majority of incidents of residents not complying with the silk screening of the access cards and car sticker exchange are mainly from tenants due to the fact that their landlords are not making any effort to comply with the terms and conditions stipulated in the DMC they signed during the purchase of the property. Tenants are advised to do the following as observed in many cases elsewhere:

1. Immediately discuss the matter with your landlord and to arrange for the landlord to comply with the silk screening exercise and to purchase the necessary additional access cards for your use but do note that the landlord have the right to impose a deposit fee for these cards and refundable upon expiry of the tenancy provided access cards in good working condition.
2. If the said landlord is not available and not convenient for them to carry out the exercise then please arrange by mutually agreeing that the cost of the service fee be deducted from the next rental payment or mutually agree on a win win formula. Receipts are issued hence there is documentary proof if any disagreement arise.

Other measures the management company will put in place will be a notice board in TMPCC listing all defaulters in TMP with appropriate remarks to highlight status and action taken accordingly. Currently many legal notices have been served already to errant owners and awaiting response before further action is taken.

All residents owners and those owners who rent out their unit whom have neglected their duty by defaulting should really make a conscientious effort to be more caring and responsible to ensure the long term sustainability of the community in TMP.

Selfishness is never a good quality and one should have a broader mindset as more is always achieved when in a "TEAM" - Together Everybody Achieves More".

Portable Guard Shelters Installed In TMP :)





Hip hip horray....after a much awaited timeframe to implement this initiative the RA with the support of all the residents and sponsors have managed to secure enough funding to enable the installation of the above portable guardpost shelters.

The above 3 guardpost shelters are located at the specific strategic corners of Taman Mutiara Puchong, each located at the usual guardpost at both ends of TMP 6 and one at the end of TMP 8.

With more support the RA will be looking at more initiatives to further enhance the environment in TMP. The most immediate and crucial project which the RA have already begun to embark on is the dual lane entry proposal, which is currently now awaiting the outcome of MPSJ. We are still awaiting the reply and it is expected to take a while due to the fact that many issues are still pending between MPSJ and developer like the handing over of the roads etc which do have some bearing on the timeliness of the approval for the dual lane entry proposal.

The RA will monitor and will continue to remind the responsible parties to accelerate the decision making process that is currently hampering and delaying the decision on the approval to get the dual lane entry constructed. This will be the final icing on the cake to absolutely ensure smooth traffic and security protocols and to have the necessary facilities to ensure that the entry point will be able to cater for full occupancy in Taman Mutiara Puchong once the entire Phase 3 units are filled up.

The RA looks forward for more support and teamwork from all residents to futher boost and enhance the environment of TMP.

New Security Firm as at 1st June 2008


Just a quick post here to inform all residents that the new security firm PROGRESSIVE SECURITY has taken over. The change is necessary as after 3 months of service by the previous firm and numerous feedback by residents the RA concluded that it is yet again time for a change.

However the change this time will be looked at as an opportunity for all residents to participate in the change. We all know that we ourselves play an important role by virtue of the fact that we live in this gated and guarded compound and the security officers on duty are providing a service to ensure the safety of us all.

A campaign will start to ensure all residents practice the use of the access cards for entry and exit at all times. No more excuses please and do take note that a lack of responsibility in this area will inadvertently jeorpardise the integrity of the guards to maintain good security standards. Checklist below to enhance security standards in Taman Mutiara Puchong:

1. Immediately obtain the access cards if you do not have one, lost it or need to get more as you own more than 2 vehicles do so immediately by the end of June'08.

2. Do not shout at the guards when they do not open the gate because you do not have an access card, please help them help you maintain a good security standard for all in TMP.

3. Please ensure all cars have stickers, this is to ensure that all vehicles belonging to residents will be noticable and this is with the intention of differentiating for better security. Imagine if this is not the case. Will be very difficult to prevent illegal entry, car jackers, visitors with criminal intent etc.

4. Same apply if you do not place emphasis in using the access card to gain entry and exit:
A. firstly you are already not following the house rules,
B. secondly you are diminishing the purpose of the boomgate and the reason why you bought into a gated and guarded housing community.
C. Encouraging the guards to be your slave to open the boomgate, also again compromising their responsibility to provide security and at the same time making them less responsible as you as an owner already setting the wrong example, not caring for the security, so why should they?
D. Get all your visitors to register at the guardhouse and take note that contractors are not allowed to work on weekends just like other gated and guarded housing including condominiums, I am comparing with those property with good security and residents who follow house rules.No exceptions if you want good security.
E. Promote the use of the access cards to all your family members to ensure their safety in TMP. You lead by example, good example. Like the saying goes in bahasa "Bapa kencing berdiri, anak kencing berlari".

NOTE: Just read the newspaper for the many crime related stories happening all over Malaysia and even some neigbouring township not so far away. Missing children etc, rape cases and robbery, so why do you not want to follow the simple house rules for the betterment of all in this community? PREVENTION IS BETTER THAN A CURE.

NOTE: Access card barring will also commence from the 1st of July 2008 for all defaulters of 3 months from April 2008. This is to ensure fairness for all residents complying and at the same time to ensure security issue is not compromised in any way.
Reactivation will take 7 working days after the initial barring and only once all outstanding dues are paid in full.

MPSJ Installing Floodlights In Central Park TMP






Kudos to MPSJ for installing the said floodlights requested quite some time ago. The wait though long overdue is timely as this will facilitate the many events that has already started especially activities like Zhineng Qi Gong where there are more than 30 residents participating. Park activities can now extend beyond 7.30 PM and this is to the benefit of all residents in TMP.

Three cheers to MPSJ and the environment and maintenance sub committee of the RA :)

Crime Prevention Seminar





Safety and Security are always important factors in our daily lives hence the RA sub-committee headed by Dr.Kuang, Murali, Gerard and Alan came up with the idea of having a crime prevention seminar to enhance a better relationship with the police force by having such an event.

The event was held at TMPCC on the 10th May 2008 @ 8.00 PM and the seminar was conducted by Tuan Manor whom the RA of TMP is very appreciative for taking the time to conduct such a seminar and to share valuable information with residents pertaining crime prevention.

Residents in attendance gained much valuable information and have a better understanding of how prevention is always better than a cure.

Improving Security in TMP - You make a difference..

Just a point to note that the current security firm Dell Security started on the 1st March 2008 and the appointment was made after interviewing more than 4 - 6 security firms proposal and company profile. Dell was picked primarily because they have a good reputation in the industry and the fact that the founder of the firm is no other than Dell Akhbar himself, excuse me if I am not to familar with this gentleman but from what I have heard he used to be a top gun in the police force and once the president of the FAM (I think).
I am impressed at the beginning because all the security guards are provided with all the standard issue equipments like walkies, torch lights, clocking device, vests, motorbike with siren and bicycles for patrolling. If you remembered correctly the previous security firm pale in comparison (Aman Security) in terms of providing necessary equipments as well as diligent guards as most of them were foreigners. I am aware from what I gather from the security sub committee that there are improvements to be realized but I also believe that it will take the support and understanding of all residents in TMP to truly make the security scheme in TMP a truly professional outfit. In the immediate term these are the following instructions we have to all residents to follow to further improve the security protocol in TMP:
1. Please use the access card at all times and ensure you have proper stickers in all of your vehicles. Price of the access cards and stickers are so much more affordable than when i purchased mine for RM 80 (access card) and RM 20 (stcikers) in early 2007 as back in those days the RA was not formed yet and the price for the cards and stickers was not officially reduced yet. So consider yourself lucky as compared to myself.
2. Please refrain from asking the guards to open the boom gate for you for what ever reason.(This will be a bad habit on your part in diminishing security standards as well as accountability encouraging the guards to break the very security protocol that was put in place to protect all residents in TMP in the first place.
3. Prevention is better than cure and though there has not been a single break in or robbery recorded in TMP since 2006, it does not mean it will not happen and such a security record in TMP cannot be taken for granted.
4. Please encourage all your visitors to abide by the rules to gain entry, "register" with their driving license to speed up the process and do not make other residents wait in line to gain entry. Also please inform all contractors to park and register properly before gaining entry to avoid causing a jam for other residents. Be considerate and be a team member to educate all for a better security environment at the end of the day.
5. Do not shout at the guards if they do not open the boom gate for you when you have forgotten your access card, like i said before they are following rules and you are not so who is in the wrong? Remember do not breed bad habits as this is one habit that could be a cause to compromise the entire security system in TMP.
6. Encourage and equip all your family members with vehicles in your home to use the access cards. (Please place your order if you need more access cards as we do not have stock currently). Please submit your order at TMPCC,Taman Mutiara Puchong Community Centre.
7. Be friendly and caring to the guards as they are here to protect you and they are not your enemy unless you are the enemy in TMP.

9. Please attend the security sub committee weekly meeting to give your input and possibly offer your assistance to further enlarge the resources available in TMP to strengthen the said security overall. Check the calendar above and do click on the dates for more information.
10.All residents will have to be a team player at the end of the day to educate others that are not so security conscious as it is a very common mentality to have in Malaysia. "PREVENTION IS BETTER THAN CURE" and one more point to make is that any residents that are not concern about the security aspect in TMP are either of 2 category:
A) CRAZY
B) CRIMINALS
NOTE: This is only a logical assumption as I believe no sane person will compromise security in respect to their own safety as well as their family members and if you ask the police they will probably tell you the same thing as a criminal will have a motive to compromise security for without security it will make their job easier would it not?
So think for a second and I am sure you will agree with my simple conclusion.

Aduan To MPSJ - Improve Safety and Security Of TMP



Above is the "Aduan" form submitted to MPSJ during their weekly "MESRA RAKYAT" session with residents in MPSJ building in USJ by the RA sub-committee in charge of monitoring and enhancing facilities and amenities in Taman Mutiara Puchong.
The above aduan was handled by YDP Datuk Adnan together with the newly elected MP of Subang Jaya if I am not mistaken (pardon me if I am mistaken) YB Hannah Yeoh.
The contents is self explanatory and the RA will update the progress as for now the matter is between MPSJ and the said developer.
We will give the authorities reasonable time to assist the residents in Taman Mutiara Puchong to sort out the ambiguity of the handing over from developer to MPSJ of common areas and roads that they only know and by right should have been duly completed (we will definitely monitor).
The RA will also be embarking on the proposed greening campaign by organising a tree planting campaign with the very kind assistance of MPSJ as they have a community support program to cater specifically for this purpose. The RA will fix a date and will inform all residents in the community notice boards sometime soon. Please kindly refer to the notice boards located in the park,community centre (TMPCC) as well as the blog for future references.
The RA would like to thank the sub-committee consisting of Razali, Vivian and Ray for their efforts to help make TMP a greener and beautiful taman for all residents to enjoy.

What Does The Handover Means In Plain English???

Basically the obvious is that the security services as well as the maintenance and upkeep of the entire Taman Mutiara Puchong will be borne by the residents collectively.
Prior to handover the cost of security services was borne by Malton until handover scheduled on the 18th January 2008 as stipulated in the DMC/S&P (RA negotiated extension until March 2008) due to the fact that at that point in time Phase 3 perimeter chain fencing was not erected yet hence contractual obligation not fully met hence the justifiable extension in the handover date.
However with the sudden pullout as of 29th February 2008 by Malton discontinuing rendering the property management services the RA was caught by suprise and unprepared to a certain extent of making the necessary preparation to inform all residents of the impact to billing and collection, hiring another property management firm or actually running it on our own (lower cost factor)as well as to invite all residents to the RA's first AGM to deliberate more on the many issues and to get majority vote to pass some motion the RA will be tabling to address these issues for the betterment of all in TMP.
Currently the RA have appointed a few sub-committee to look into getting all these issues resolved by getting the necessary information to make the best and most informed judgement to benefit all in terms of lowering cost and at the same time ensuring better management of the community.
Certain laws and regulations have to be followed to incorporate a property management company and these law and regulations must be clearly understood prior to any commitment. The RA will receive the formal certification from the ROS latest by the 6th March 2008 (submission since 27th August 2007), 7 months process.......madness if you were to ask me.
After the said certification is out the RA will request for all necessary documentation needed for a formal handover i.e. audited accounts, blueprint of the development plans (need to know the piping layout and other important architectural information in case of pipe leakages and possible scenario involving the property), letters from local council MPSJ, TNB and TMB of official completion of handover by developer to them etc.
The RA is also required by law to have a bank account opened and once we have completed the official handover with all of the above fulfilled and certified the said deposit currently being held by the developer will be handed over to the RA to maintain as the security deposit and to be used only as a security in case of instances where there is a shortfall of funds to pay for the monthly expenditure to upkeep TMP or any other related expenditure which may crop up that could require emergency use of funds etc. The biggest challenge I can foresee is achieving 100% collection from all house owners to contribute the proposed new management fee and sinking fund rate.
The RA is currently studying the various implementation approaches as well as educational campaigns to educate all residents about the importance of compulsory contribution to enable to continue the quality of life in TMP and to improve the standard of living in TMP to a higher level with further enhancements of facilities and security to rival even LakeEdge YTL.
At the end of the day all residents/owners have to play their part to ensure the harmony and success of TMP as a community by making sure TMP have enough funds to finance all endeavors to boost the standard of living well into the future.
NOTE:
MARCH 2008 Security Fees (approx RM 18,500) will be taken out from the security deposit currently held by Malton)so it is still "FREE" for now.
IMPORTANT:
Please be advised that all residents will have to start as of 1st April 2008 to contribute to paying the management fee and the sinking fund (Amount to be tabled in the AGM) which we will inform very soon.
Please lend us a hand if you can and assist the RA in any way possible to provide better delivery system to our fellow residents in TMP. Please kindly also take note that for all future correspondences kindly email to:

Exercise Campaign: TaiChi, Qi Gong, Line Dancing, Mini Soccer Leagues, 3 on 3 Mini League etc open to more suggestions)
Greening campaign: Tree planting in the park and surrouding areas.
Recycling Campaign
Gotong Royong Cleaning Campaign (to clear the high tension area)
Dog Training and Agility (educate dog owners more on cleanliness in common area e.g. scooping the poo campaign)

NOTE:
Many more activities can be organized provided we have the resources of more volunteers. Like the saying goes the more the merrier. We need residents in TMP who cares and gives a damn about what goes on in the community and wants to contribute to make TMP a better place and a great community for all to enjoy.
We can make a difference if we work hand in hand to create a community living environment like no other, one that is caring, one that neigbours are not strangers and one that looks to give first without conditions and expectations.

This Is What Malton Bhd Meaning Of High Security?

Use your brain, use your brain as what Phua Chu Kang likes to say and I think again I have to add is where was Malton's when designing the said perimeter wall fence? Like one of the comment received by a resident, anyone could have drawn up the design as it requires no brains in doing so.

HALF SECURITY = NO SECURITY

This video is specifically posted to challenge Malton's COO statement of providing high security features for the residents in Taman Mutiara Puchong. Either he is in a world of his own in his mind or he is in denial in his capacity as a COO or he refuses to admit the shortcomings of his project team or his whole organization.

How can such blatant injustice to the residents in Taman Mutiara Puchong be tolerated by the authorities is beyond me.

RA Updates!!! 18.08.2007


The RA team this morning concluded a very fruitful meeting with the representatives of Interpile/Malton (Lee and Ravi) and the management team of Aman Network Security Sdn Bhd (Rajisperan and Nathan).
Issues discussed and tabled:
1. Aman Network Security to provide a S.O.P (Standard Operating Procedure) to the RA as well as professional recommendation to further enhance the security of the said taman.
2. The possibility of a discounted price for additional proximity access card and car stickers for all residents especially those with more than 2 vehicles, maximum of 5 cards and stickers allowable per household (if more then will be a case-to-case basis). This is to ensure every residents have sufficient cards and stickers to properly indentify their vehicles with the main purpose of enhancing security within TMP and at the same time enable the security personnel at the guardhouse to carry out their duties more efficiently and effectively.
3. Management will look into enhancing the reaction speed of the boom gate and also to check the sensors of the said boom gate system. Security cone will be placed to deter motorcycles from zooming past the gap at the entrance to avoid unecessary accidents.
4. Speed bumps and signages have been recommended by the RA and supported by the management of Aman Network Security. The signages is to be placed at the entrance indicating the rules and regulation to gain entry for both visitors and residents. Management of TMP will look into providing the said signages and construction of the speed bumps.
5. TMP management is in the midst of obtaining a quotation for barb wire to be placed along the high tension area fencing to deter intruders thus enhancing overall security in TMP.
All of the above will definitely boost security in TMP and not to mention the overall efficiency of the security personnels.
