RA Chairman Letter
26th April 2008
Dear Fellow Residents / Owners,
On behalf of the Committee Members of The Residents’ Association of Taman Mutiara Puchong, I wish to thank you for having confidence in giving us the mandate to carry out our duties to make TMP a good standard of community living. We have gone through thick and thin to achieve our present conducive status (refer to our blog: www.voices-tmp.blogspot.com).
I wish to highlight that some residents were confused on “Gated and Guarded” concept, Deeds of Mutual Covenant, monthly service fee payable etc. I would like to clarify as follows.
First of all, all TMP house owners must agree that when he/she buys the property in TMP, he/she must be aware that this is a “Gated and Guarded” community, which has been highlighted, in all Developer’s sales brochure. “Gated and Guarded” concept comes with a monthly security and maintenance cost covering 70 acres of land in total to be shared by all owners. So, all buyers must accept the fact that they must pay monthly fee towards security and maintenance.
The security fee in TMP’s case is approximately RM19K per month to maintain 7 guards on day shift and 6 guards on night shift. Apart from security fee, we need to maintain the equipment e.g. boom gates and motors (which breaks down frequently due to wear and tear), CCTVs and DVR, exercise equipment in Central Park, water/electricity and cleaner cost for guard house and TMP Community Centre (TMPCC), rental of TMPCC, property management fee under Khong & Jaafar Associates, weekly maintenance for the entire TMP compound on top of the minimal maintenance by MPSJ.
The breakdown of the costing has been highlighted during AGM and also posted in the blog, and written on the whiteboard in TMPCC for all to view. We worked out the total estimated cost to about RM35K per month as compared to if managed by the Developer of RM41K. The Developer used RM41K divided by 504 units (100% collection) to justify RM80per month service fee, but we know this is too ideal and impossible. The practical percentage of total contributors would be about 70%. When the Developer withdrew taking up management of the community at the 11th hour, they even refused to pay service fee for the approx 100 unsold units at that point in time (28th February 2008) Hence our costing of RM35K would be divided by 70% of the balance 400 units, which comes to RM125 per month.
During the AGM on 16th March 2008, more than half of the residents present selected the service fee of RM100 per month, so the minority has to abide by the majority choice, despite it may not be able to cover the cost in the short term. We hope the unsold units, which ultimately get sold, will contribute to cover the short fall in the longer term. Meanwhile the Committee will be organizing fund raising campaigns e.g. old newspaper recycling projects to help ease the financial shortfall.
The above would put to rest argument by some residents to insist on lesser service fee, which clearly and justifiably showed that RM 100 service fee is reasonable although the said figure might not cover the actual budgeted monthly expenditure.
The clauses in the DMC is extracted and translated for all owners / residents. Many are paying the service fee accordingly, but there are some who would like to differ. As the Residents’ Association is a non-profit organization formed to upkeep the well being of the community, if the monthly fee is not forth coming from some while others have to contribute to maintain the status quo, it would not be fair to those loyal contributors. Base on the terms of the DMC, Residents’ Association has the right to execute actions to segregate the defaulters from contributing residents. On the worst-case scenario, legal action with cost will be taken against defaulters. If this is your house and you are enjoying the facilities contributed by the community, there is no reason to default, as every sen will be used for the good of the community.
We have also some quarters that want only the security but not the other facilities like the exercise equipment at the Park hence not willing to pay for such maintenance.
This is equivalent to joining a club to pay for the swimming pool only and not the gym. How can a club agree to subdivision of fee base on facilities? Another example is the use of common lift in a condo. Can a ground floor owner refuse to pay the service fee base on the fact that he never uses the lift? We would like this group of residents to be practical and understand the communal living expectation that you are not alone but in a society. Please refrain from a narrow mindset but be wide angle instead.
I trust the above will put to rest some residents’ doubt as to the service fee justification, defaulters, and the DMC enforcement clauses. Should there be any further doubt, you are welcome to call any of the Committee Members to clarify. Their H/Ps are as per list below:

"Inconvenient Truth"
Yes.... the title sounds more like a cliche but I believe it is very appropriate to describe what I am experiencing as a resident in Taman Mutiara Puchong.
I am pretty sure over the last couple weeks since being "Earth Day" and all with the actual screening of "Inconvenient Truth" narrated and presented by Al Gore creating awareness about Global Warming issues and how the world leaders needs to stop making excuses and to do something immediately before earth meets with its very own "Armageddon" caused by blatant mismanagement and neglect of mother nature's resources, many would have watched and understood the severity of the current situation if something is not done, SOON!
So what has it got to do with me or you? In a nutshell it has got to do with "Attitude" not only of the world's leaders but indirectly also for a common denominator of human beings being full of "EXCUSES" and not being able to have foresight until the situation is so bad that one have to be forced to change.
Sounds familiar? Yes we are all gulity as we could do much more than what we are doing now.....recyle more, use less electricity, water, burn less fuel and etc etc etc.
We need to look at more preventive measures rather than the cure but it is so funny how lessons can only be learnt when damage is done. Greed is the cause of all this until we are all blinded to things that do matter i.e. the environment, peace, security, way of life, people you love, helping others whom are less fortunate (community service), giving back to society etc etc etc ......I am sure you get the point.
I am not ashamed to say that in my younger days (when I did not have any white hair yet on my head) I used to be blinded by material gains hence working like there was going to be no tomorrow until the little things in life that is important were pushed aside again and again, soon I was left to question myself "What is the meaning of life". Yahhhh I know all of the above sounds too philosophical at this point but I have to at least highlight the errors/mistakes so I can at least be an example of what not to do.
Education is always important and with knowledge one is equipped with better tools to deal with life but at times greed will also cause one to have the wrong priorities altogether.
Honestly I could go on and on and on providing ample of evidence to justify the above statement, however I believe we are all not that silly to not understand the message. We can all make a difference by doing something that is positive by giving back to mother nature and to society for a more equilibrium lifestyle instead of being selfish, self centered and greedy. Do not just take but also give in return.
On this note I would just like to make a simple plea to all residents in Taman Mutiara Puchong as well as others to look at where you live as your home albeit if it is gated and guarded or not to understand that for any community to thrive and to prosper it is giving back to it that will make a positive change to our nature and to our culture.
TMP is now governed by a properly registered and mandated RA consisting entirely of "VOLUNTEERS" whom are residents just like you and me. To reiterate what is the purpose of the said RA in TMP? Well I think I do have to repeat once again here to ensure that we are all on the same page and that this message will be spread out to others in TMP and that for those whom have informed that they are oblivious to all the activities in TMP since year 2006.....shocking well it is not, that is why I highlighted that this world is always full of people with "EXCUSES".
The RA's MISSION STATEMENT once again.
We have recently also translated the said Mission Statement in simplified chinese:
我们的目标:
1) 扮演“监视者”的角色来维护我们的未来社区。
2) 以居民利益着想,祈求建立一个团体精神的社区“一把声音,一个社区”。
3) 向所有社区成员灌输分工合作和团队精神的宗旨。
4) 共同分享意见和应用资源来不断改进我们的社区。
5) 以志愿性的心态为珍珠花园提供更优质的生活。
帮助我们等于帮助您自己,立刻伸出您的双手来支持我们。请记得“一把声音,一个社区”。就让我们共同携手把珍珠花园创造成为一个最佳居住的社区。
Taking note of the above plus the setting up of the RA blog since July 2007 with information archive for residents to access containing all the necessary information pertaining the RA's struggle on behalf of all residents in TMP which can be located at: RESIDENTS INFORMATION ARCHIVE we still have residents giving excuses that they did not receive any information and that the current service fee is not justifiable and etc etc etc.
As a resident and making this statement as a resident, I strongly urge these people to look at the information available as stated above and also take note that they are all based on "FACTS" and not mere fiction. The RA's volunteer representative (without pay mind you) have gone through all the trouble to provide all these information for the betterment of all residents selflessly, and yet we have residents giving excuses of this and that they are not paying.
Well we have done the said projection base on past experiences and data available from other gated community and we have already factored all these kind of people whom like to exclude themselves from paying and measures are also currently put in place to make them liable as a defaulter as stated in the DMC. Please refer to DMC CLAUSE EXTRACT ENGLISH and DMC CLAUSE EXTRACT (CHINESE) very clearly stating the responsibilities of both "PURCHASER" which is resident owners like you and I and "VENDOR" in this case the RA of TMP by default because the said original vendor Interpile Sdn Bhd/Malton Bhd at the 11th hour pulled out and decline to be the said property management company of TMP. Look at the said costing proposed by Interpile previously INTERPILE COSTING PAGE 1 and INTERPILE COSTING PAGE 2.
Compare the costing done by the RA after careful consideration of factors involving foresight and looking at the "BIG PICTURE" RA COST PROJECTION which is approximately RM 5,000 less than Interpile Sdn Bhd estimate. Yes they have costed it at RM 80 (based on 504 units) but the RA Costing at RM 100 is base on 400 units as prior to costing the said number we had already been informed by Malton Bhd that they are not going to contribute the said service fees for the unsold units. The RA is awaiting further action to be formulated base on more feedback. We can all expect a delay as firstly the governing property law act contains many ambiguity especially pertaining "GUARDED AND GATED" individual title land parcels as compared to the usual strata title. This has caused much confusion amongst residents but however this should not be used as an "EXCUSE" for not paying the service fee. The service fee is important to ensure TMP have enough funds to properly manage the said originality of the community and to ensure it is always clean and secure well into the future. The objective here is "SUSTAINABILITY" to maintain the entire 70 ACRES of land. Yes we do not have a clubhouse, we do not have a swimming pool and that is why we are paying only RM 100 unlike YTL LakeEdge residents are paying above RM 200. If all residents in TMP pay RM 200 - RM 250 we should be able to have enough after months of collection to build a pool and a clubhouse as well. But to those residents that actually voted to pay RM 50 well I think they do not understand entirely what is the meaning of a properly gated and guarded development and the cost associated with managing such a large property of 70 Acres. I think RM 50 is more suited for a unit in Taman Wawasan as I had heard from the resident association member the amount they are paying, but do take note that they are not a gated and guarded community and not a cul-de-sac like Taman Mutiara Puchong where a guardhouse is maintained and security required 24/7 which is why we have a 24/7 electronic boomgate unlike a manual one elsewhere.
Please also take note that minutes of the AGM are all available as well and downloadable on the top rigt hand corner of this blog.
If you are a resident in TMP and fully support the mission statement of the RA please do your bit to assist in educating the others that we all live in the same community and are responsible to pay for its expenditures which have been duly justified over and over again. Just remember although we do not have a swimming pool or a clubhouse but we have a total of 70 Acres of landscaping and land to look after plus we have to maintain existing infrastructure and must budget for natural disasters like flooding and the decay of the perimeter wall and metal grille (repainting) which will be borne by all of us just to name a few items of expenses in TMP..... I am sure you will be able to think of other expenses we all have to cover in due time. Also take note that currently there are a total of 88 units if houses in TMP being let out i.e. tenanted hence we do advice all landlords to pay their dues timely for the betterment of all in TMP. Yes you may not live here and enjoy the park etc however the actual property you own and the residents you are collecting rent from do reside here and the facilities is enjoyed by them for a return of the rental you are collecting.
For those owners that have a unit here and is not tenanted but empty well you are still bound to pay the said fee as there are no exceptions. A good security and environment in TMP will ensure that you will get maximum returns on your property should you sell it one day, in this case treat the monthly service fee contribution as an investment for a better ROI.
Let us all chip in and help create a better living environment for all of our family members and friends just like the RA motto "ONE VOICE ONE COMMUNITY".

Furry Friends Farm - Animal Welfare Awareness Campaign.
Furry Friends Farm - KUNDANG, Selangor
( A Sanctuary for dogs and cats in Selangor )
For many years, it has been thought by many animal lovers to organize a sanctuary for abandoned and abused dogs and cats and lately in Selangor, this dream has come through when Furry Friends Farm was established on 4th October 2006 by an animal lover, Sabrina Yeap.It all began when there was an increase of stray dogs and cats population in the street and the high euthanasia rates in our local shelter. Animal lovers have taken the initiatives to rescue dogs and cats from the miseries of hunger, thirst, injuries, sickness, pregnancy, abused , car accidents on the road and the fate of euthanasia in local shelters and in the authorities' dog pounds.
When animal rescuers cannot afford to bear with the high boarding fees , the restrictions of local council by-laws in keeping too many dogs at home and therefore question arises as where can the rescued animals be housed and cared for by dedicated volunteers in an unlimited time ? As more animals are being rescued with the desperation of animal lovers to house the rescued animals safely, Furry Friends Farm has made it an opportunity to secure this dream of a sanctuary for dogs and cats in Selangor. An agriculture land of 4 acres in Kundang is currently rented for
Furry Friends Farm after the farm was officially registered as a private company
on 4th October, 2006 under the ownership of Sabrina Yeap. The farm started in rescuing 10 dogs in 2006 and the number of furry kids, mainly dogs and puppies has increased to 35 to date. The farm is only dependent on volunteers and from a solo volunteer in 2006, there are 6 dedicated volunteers now since the mid of 2007.
The policy of Furry Friends Farm :
1.RM1 A Day to keep an animal from being a stray :
2.Monthly contribution from rescuer to upkeep the rescued animal at the farm is compulsory as this is the only humble request to help the animal rescuer as majority of the animal rescuers comprise the middle and low income group community.
3.Compulsory of medical bills contribution :
4.Rescuers are required to send the rescued animals to private vets for all necessary
medical checkup and responsible to pay for the vaccinations, wormed, neutering or other treatments prior in sending the rescued animals to the farm.Other subsequent medical bills if required will be borne by individual rescuers.
Furry Friends Farm offers free adoption as the responsibility of adopters is
the priority to ensure the animals end up in the most loving and caring homes.
Home visits will be compulsory for all animals adopted.
Furry Friends Farm has also expanded its mission in Animal Welfare Education.
The launch of Dr Dog Malaysia with Jill Robinson, MBE, the CEO and founder
of Animals Asia Foundation, based in Hong Kong on 9th June, 2007 marked the
success of Furry Friends Farm in gaining the recognition from an International
organization.
Furry Friends Farm had successfully re homed its first abused case in 2007 where
a 5 months old dog was cruelly being beaten up by foreign construction workers at
the Selayang construction site. The poor dog survived with a broken front lower jaw.
The dog was named Joy and it is now fully recovered and adopted by a loving family
in Ampang.
Furry Friends Farm aims to be transformed into an NGO and it is working towards
this direction in securing more rescued cases as track records for the recognition
as an NGO by the public and the Registrar of Societies.
Furry Friends Farm is looking forward to have a permanent land for the animals
where cattery can be built for the rescued cats and kittens.
The concept of Furry Friends Farm is to build a beautiful garden for the animals.
We believe that the success of the farm is the beginning of building a more caring
and loving Malaysian Society. After all, the animals are God's gift to us and we
should love them.
List of supply items needed for Furry Friends Farm:
1. Dewormer for 7 pups, 3-4 KG body weight
2. Dewormer for 25 dogs 12-15 KG body weight and for 5 large pups weighing 8 KG each
3. Dog shampoo

Improving Security in TMP - You make a difference..
Just a point to note that the current security firm Dell Security started on the 1st March 2008 and the appointment was made after interviewing more than 4 - 6 security firms proposal and company profile. Dell was picked primarily because they have a good reputation in the industry and the fact that the founder of the firm is no other than Dell Akhbar himself, excuse me if I am not to familar with this gentleman but from what I have heard he used to be a top gun in the police force and once the president of the FAM (I think).
I am impressed at the beginning because all the security guards are provided with all the standard issue equipments like walkies, torch lights, clocking device, vests, motorbike with siren and bicycles for patrolling. If you remembered correctly the previous security firm pale in comparison (Aman Security) in terms of providing necessary equipments as well as diligent guards as most of them were foreigners. I am aware from what I gather from the security sub committee that there are improvements to be realized but I also believe that it will take the support and understanding of all residents in TMP to truly make the security scheme in TMP a truly professional outfit. In the immediate term these are the following instructions we have to all residents to follow to further improve the security protocol in TMP:
1. Please use the access card at all times and ensure you have proper stickers in all of your vehicles. Price of the access cards and stickers are so much more affordable than when i purchased mine for RM 80 (access card) and RM 20 (stcikers) in early 2007 as back in those days the RA was not formed yet and the price for the cards and stickers was not officially reduced yet. So consider yourself lucky as compared to myself.
2. Please refrain from asking the guards to open the boom gate for you for what ever reason.(This will be a bad habit on your part in diminishing security standards as well as accountability encouraging the guards to break the very security protocol that was put in place to protect all residents in TMP in the first place.
3. Prevention is better than cure and though there has not been a single break in or robbery recorded in TMP since 2006, it does not mean it will not happen and such a security record in TMP cannot be taken for granted.
4. Please encourage all your visitors to abide by the rules to gain entry, "register" with their driving license to speed up the process and do not make other residents wait in line to gain entry. Also please inform all contractors to park and register properly before gaining entry to avoid causing a jam for other residents. Be considerate and be a team member to educate all for a better security environment at the end of the day.
5. Do not shout at the guards if they do not open the boom gate for you when you have forgotten your access card, like i said before they are following rules and you are not so who is in the wrong? Remember do not breed bad habits as this is one habit that could be a cause to compromise the entire security system in TMP.
6. Encourage and equip all your family members with vehicles in your home to use the access cards. (Please place your order if you need more access cards as we do not have stock currently). Please submit your order at TMPCC,Taman Mutiara Puchong Community Centre.
7. Be friendly and caring to the guards as they are here to protect you and they are not your enemy unless you are the enemy in TMP.
8. If you have complaints that are justifiable and a concern to the entire security of TMP please lodge it by getting the complaint form in TMPCC or download here COMPLAINT FORM
9. Please attend the security sub committee weekly meeting to give your input and possibly offer your assistance to further enlarge the resources available in TMP to strengthen the said security overall. Check the calendar above and do click on the dates for more information.
10.All residents will have to be a team player at the end of the day to educate others that are not so security conscious as it is a very common mentality to have in Malaysia. "PREVENTION IS BETTER THAN CURE" and one more point to make is that any residents that are not concern about the security aspect in TMP are either of 2 category:
A) CRAZY
B) CRIMINALS
NOTE: This is only a logical assumption as I believe no sane person will compromise security in respect to their own safety as well as their family members and if you ask the police they will probably tell you the same thing as a criminal will have a motive to compromise security for without security it will make their job easier would it not?
So think for a second and I am sure you will agree with my simple conclusion.

Aduan To MPSJ - Improve Safety and Security Of TMP
Above is the "Aduan" form submitted to MPSJ during their weekly "MESRA RAKYAT" session with residents in MPSJ building in USJ by the RA sub-committee in charge of monitoring and enhancing facilities and amenities in Taman Mutiara Puchong.
The above aduan was handled by YDP Datuk Adnan together with the newly elected MP of Subang Jaya if I am not mistaken (pardon me if I am mistaken) YB Hannah Yeoh.
The contents is self explanatory and the RA will update the progress as for now the matter is between MPSJ and the said developer.
We will give the authorities reasonable time to assist the residents in Taman Mutiara Puchong to sort out the ambiguity of the handing over from developer to MPSJ of common areas and roads that they only know and by right should have been duly completed (we will definitely monitor).
The RA will also be embarking on the proposed greening campaign by organising a tree planting campaign with the very kind assistance of MPSJ as they have a community support program to cater specifically for this purpose. The RA will fix a date and will inform all residents in the community notice boards sometime soon. Please kindly refer to the notice boards located in the park,community centre (TMPCC) as well as the blog for future references.
The RA would like to thank the sub-committee consisting of Razali, Vivian and Ray for their efforts to help make TMP a greener and beautiful taman for all residents to enjoy.

Dog Owner Responsibility A Guideline

Advice to Dog Owners
For advice on dog fouling issues, reporting stray and lost dogs and cats, or reporting offenders against the Order, please submit a complaint form at the RESIDENT SUPPORT AND COMMUNITY CENTRE in order for a proper flow of communication before any plan of action can be formulated. We have to communicate with the dog owners first and advice them accordingly pertaining the situation before other stronger measures are taken into consideration.
View advice or make a complaint at your own discretion to start enforcing responsibility of owning a pet.Within the taman the dog walker must scoop their dog's mess up from all designated land to which the public have access. Designated land includes:
Footways and paths of all descriptions
Play areas, picnic sites and outdoor eating places
Sport playing pitches including 5 metre border
Formal parks and land where the grass is cut
Land outside schools and hospitals
Car parks, public transport bays and surrounds
Cycleways and surfaced areas near to houses
Public circulation areas
To dispose of dog faeces:
Use the provided dog bins, or
Carefully place in any of our litter bins, providing the poop is bagged and tied!
Never allow your pet to foul anywhere where people walk and play.
Dogs must have an identity tag and must be kept on leads whilst on the highway. Strays are always impounded.
Please note: The Order does not apply to: heathland, woodland and common land providing, fouling of car parks, footways, formal area, picnic and play spaces is not allowed to occur. (An additional one-metre mess-free border applies to footpaths).
