17 September, 2009 | Written by Patchay at 6:05 PM in Development Malaysia, Kuala Lumpur, Malaysiana

The route will then pass Pasar Rakyat in Bukit Bintang and then Jalan Tun Razak where it will join Jalan Cheras.

It will continue along the road and the Cheras-Kajang Expressway to the Balakong interchange near Cheras Batu 11.

POSTING:
My only input here is that I do hope to see the deadline set for completion in 2014 a reality as this proposed LRT extension have been thrown around since year 2002 if I am not mistaken based on information obtained from various forums and blogs.

The new extension will do wonders to alleviate the current daily traffic woes experienced by Klang Valley motorists and the sad part of it is that these motorists (including me) have to commute to and from work through tolled highways that does not necessarily offer a traffic free route.
Imagine paying toll to be traffic and losing much to opportunity cost of time affecting every individuals productivity which in turns affect the effectiveness of the economy somewhat.

Well hopefully I get to see this proposed LRT extension turn into reality in my lifetime and at least for once taxpayers dollars are put into good use FINALLY for a major project that does actually benefit the people.

Give priority to safe communities too, PM urged

THE STAR, WEDNESDAY 23 SEPTEMBER 2009

KUALA LUMPUR: Malaysian Crime Prevention Foundation vice-chairman Tan Sri Lee Lam Thye called on Prime Minister Datuk Seri Najib Tun Razak to introduce the idea of safe communities, in line with the 1Malaysia concept.

In a statement yesterday, Lee said the foundation felt that safety and security for all Malaysians should be incorporated in 1Malaysia.

“A 1Malaysia must also mean a safe and secure Malaysia,” he said.

“This can be achieved when the private and public sectors work in partnership to improve safety and health standards in the community,” he added.

Other than the economy, crime was a major concern among Malaysians, said Lee.

“As law enforcement alone is inadequate to tackle crime, the Government has to promote effective social policies and programmes to prevent criminal activities.”

-------------------------------------------------------------------------------------

The reason I decided to post this article from the THE STAR is to highlight a specific point in specific reference to Taman Mutiara Puchong and the dilemma the Residents Association is currently having to deal with.

The following are the main issues and the proposed solution to each issue and the dilemma associated with it:

1. Additional lighting at specific weak areas (dark area caused by insufficient lighting). 6 locations have been selected for the additional lighting by way of installation of additional DB boxes tapping the power from the existing TNB cables through the lamp post as per advice from contractor.
- RA have gone ahead as this is a crucial enhancement for the community to increase visibility after dark thus allowing the security personnel during their rounds to have better vision and as a deterrent to would be trespassers as having these weak areas properly lighted will definitely discourage any would be intruders
PROBLEM/COMPLICATIONS: TNB have instructed the RA to get approval from MPSJ to allow these DB Boxes to be installed in Taman Mutiara Puchong since the said area is in the jurisdiction of MPSJ. TNB will only approve the application once MPSJ have given consent.
SOLUTION: RA have forwarded the application for consent to MPSJ and currently awaiting reply. The RA have also seek the assistance of JKP Zone 9 to ensure that the consent is obtained soonest possible.

2. Upgrading of the current perimeter metal grille portion of the fencing (due to weather beaten/rusting condition/safety concerns)to a high quality galvanized steel weldfence for weather proof antirust fencing.
- RA have gone ahead and installation will commence early October 2009 with the initial phase covering the perimeter wall along Jalan TMP 2A.
- New weldfence design will enhance security and eliminate i) stray dogs due to the design of reduced spacing; ii) eliminate easy access by clinbing; iii) long term saving due to galvanized surface/antirust for at least 10 years
Issue: Handover of TMP still in limbo and non-conclusive after a very prolonged duration. Approval by MPSJ is necessary for the new weldfence installation, application already submitted to MPSJ in June 2009 but reply non-conclusive hence the RA decided unanimously due to the fact that enhancing security and safety for all 2000+ residents in TMP outweighs local council red tape etc.
- new weldfence installation only involves the metal grille mid section and does not change actual structure of the perimeter wall.

3. Upgrading of CCTV system due to current system being obselete
- new system will allow for better image recording and additional cameras will allow monitoring of all individuals and car registration number for total data collection if and when a particular incident arises due to unruly behaviour by visitors or even residents as this will allow for data (video recording) to be used as evidence.
- new system will also allow for remote viewing hence surveillance will be enhanced further since activities in the main guardhouse will be monitored by the security sub committee providing relevant check and balance.

4. Dual Lane Entry application
- The RA have previously submitted application for the said dual lane entry to MPSJ, however the reply is still the same since the "HANDOVER" issue is not resolved therefore resulting in the said application being pending in status awaiting resolution of the handover issue with the developer.
- The RA have recently adopted a proactive approach by seeking for the relevant building plans for the said area of the guardhouse up to the "Kawasan Lapang" near the entry point to the left in order for RA appointed architect/contractor to draft out a proper plan to submit to MPSJ for approval while awaiting the said hansover issue to be resolved (RA have set an objective of resolution by December 2009)
Problem/Complication: MPSJ officer for unknown reason have given us the wrong plans twice on 2 separate occasions. This has resulted in the delay of drafting the said proposal to be forwarded to MPSJ for prior approval subject to the resolution of handover dilemma.

All of the above 4 primary enhancements approved and mandated by the residents through the recently concluded EGM 2009 have long been discussed dating back to 2008 and 2007 (Dual lane entry).

However due to the said complications mentioned the residents in TMP are subjected to unnecessary delay and waiting period which is truly an inconvenience to supportive residents and a boon for defaulters as the security personnel no matter how good they are or professional will always have difficult residents (especially defaulters) to deal with since they are able to block traffic if they are not permitted entry unless proper registration.

The RA is steadfastly pursuing all of the above and with a lot of luck and assistance from JKP Zone 9 and MPSJ, hopes that there will be a positive resolution around the corner before the end of 2009.

ALL OF THE ABOVE IMPLEMENTATION WHEN COMPLETED WILL ENHANCE SECURITY AND SAFETY OF ALL RESIDENTS IN A PROACTIVE WAY WHICH IS CONSISTENT WITH THE RA MOTTO OF PREVENTIION IS THE CURE TO CRIME AND REGARDLESS ALL INHABITANTS OF TAMAN MUTIARA PUCHONG WILL BENEFIT FROM THESE IMPLEMENTATION, YES INCLUDING DEFAULTERS (RA SINCERELY HOPE THAT ALL DEFAULTERS WILL COME TO THEIR SENSES AND MEET WITH THEIR SOCIAL OBLIGATIONS OF PAYING UP).

NOTE: TO ALL CONCERNED RESIDENTS WHOM ARE WONDERING WHAT ACTION THE RA WILL TAKE AGAINST SUCH DEFAULTERS, THE RA IS CURRENTLY FORMULATING A VERY PROACTIVE STRATEGY AND WILL ACT ACCORDINGLY WHEN THE TIME COMES. SUCH MEASURES ARE NECESSARY AND ONLY FAIR TO THE 92% OF RESIDENTS WHOM ARE PAYING ON TIME AND ENSURING THE SUSTAINABILITY OF THE COMMUNITY.

TAMAN MUTIARA PUCHONG HAVE BEEN CRIME FREE FOR THE LAST 3 YEARS. THIS IS A GREAT ACHIEVEMENT AND HENCE SUPPORT FROM ALL RESIDENTS IS THE ONLY WAY TO GO TO CONTINUE WITH SUCH AN EXCELLENT TRACK RECORD.

THE RA HAVE ALWAYS TAKEN OWNERSHIP OF ALL MATTERS PERTAINING TO THE SAFETY AND SECURITY OF ALL RESIDENTS AND I WANT ALL RESIDENTS TO REALIZE THAT THIS BOILS DOWN TO THE SUPERB VOLUNTARY EFFORT OF ALL RA MEMBERS WHOM HAVE SERVED SELFLESSLY. KUDOS TO ALL OF THE RA MEMBERS FOR A JOB WELL DONE.

PLEASE CONTINUE YOUR SUPPORT AND PLAY A PART IN ENSURING THAT ALL RESIDENTS CONTINUE TO IMPROVE AND ENHANCE THE COMMUNITY IN YOUR OWN CONSTRUCTIVE AND POSITIVE WAY.

LONG TIME NO POST...................

Firstly let me offer a warm HELLO to all you readers whether form the past, present and in due time future since I have been away and extremely busy with work committments until only recently.
My sincerest apologies as I do know that previously this blog is a source of information for many residents as well as the general public about the happenings in Taman Mutiara Puchong and other issue/s of interest.
It is not easy at times to find the drive and the motivation to blog since the economic downturn means we all have to strive a little harder to cope with the uncertainty and pressure of a slower economy etc etc etc.
The other reason is that I sometimes ask myself why I am doing all of this when I have fellow residents in the neigbourhood who could not care less of what is going on and also do not act in any proactive manner to sincerely put in some effort to assist in the activities of the RA in the past and present..............
Having said that and hence out of the system, the sense of social responsibility is rekindled and I am saved from following these "residents" mindset, lucky me huhhh!!!
I could go on and blog about this issue forever but I think my time is better invested in providing useful information which can alter these mindsets and indirectly passing on a message which might somehow activate their sense of social responsibility to the community.
LEAD BY EXAMPLE is the kesy and I am very happy and proud to say that we have quite many residents whom are exemplary in thier attitude and sense of responsibility to strive to improve and enhance the environment in our gated residence. You will be able to find these residents when you come and join the RA meeting and you have these people to thank for making Taman Mutiara Puchong a household name in Puchong itself and to date zero crime after 3 years (a very big achievement) especially in the Selangor state.
A point I would like to share with all of TMP's residents is that the cases reported to date though unexpected to some but not to me is that problems in TMP usually stems from the "residents" themselves................a classic case is from defaulters whom do not want to pay their monthly service fee for reason only known to them but my educated guess is that these people are either crazy or criminals as they like to THINK they are above the law and totally lacking in sense of ownership of the community they are living in. Imagine my friends and readers is RM 100 a month a high price? It is a obvious and to some a stupid question but I am asking just to drive home a point.............definately not high in fact a good deal if you ask me.
To date I am also very proud to inform that majority of residents in TMP are all law abiding citizen of 1Malaysia and in TMP we also boast an incredible 92% collection rate with only 8% of unit owners defaulting.
To some this is a sensitive issue especially if they are the ones defaulting, but honestly to me it is clear as day since these defaulters are aware of the rules but so conveniently chose to ignore them and especially have the type of skin to default knowing that 92% of the community in TMP are paying for the facilities they are enjoying like the guards, cleaners, regular fogging, RA members time and effort to get new floodlights installed, resurfacing of the main road leading into TMP by MPSJ (YES!!! thats right the RA had a hand in getting that done through close communication with JKP Zone 9), organising activities for the community like Qi Gong (to date more than 30 members already), line dancing and many more to come.
The other group of people that I feel very strongly about are unit owners renting out their house but do not provide access cards to their tenants......this is ridiculous and the tenants should immediately act on this and insist from their landlords that they have to provide the access cards or some other arrangements. But of course landlords that wishes to default to save RM 100 a month will not have their access cards hence the tenant are the ones that will have to suffer so who is to blame here........LANDLORDS WHO DO NOT PAY THEIR FEES!
Like I had mentioned earlier Malaysians mindsets can be on the wierd side and against logic and common sense.
I AM ENDING THIS POST WITH A SINCERE AND FRIENDLY REMINDER THAT EVERY RESIDENTS IN TMP HAVE A CERTAIN MORAL AND SOCIAL OBLIGATION TO THE SAID COMMUNITY TO ENSURE THAT THE TMP COMMUNITY CONTINUES TO PROSPER AND THAT THE FUTURE GENERATIONS (YOUR KIDS) WILL ENJOY THE FRUITION OF YOUR ACTION/S.
JUST SPEND POSSIBLY 10 MINS OR MORE A DAY OR WEEKENDS TO CONTRIBUTE IN YOUR OWN WAY BY FIRSTLY KEEPING YOUR AREA CLEAN AND FREE FROM RUBBISH AND WATER TRAPS (ELIMINATE AEDES MOSQUITO), PICKING UP RUBBISH AT THE PARK IF YOU SEE ANY AND ADVICING DOG OWNERS TO CARRY PLASTIC BAGS AND TO PICK UP THEIR DOG'S POO IF THEY ARE NOT DOING SO, INFORM YOUR NEIGHBOURS NOT TO SIMPLY LET THEIR DOGS ROAM FREELY AS THIS MIGHT POSE A DANGER TO SMALL CHILDREN AND OTHER SMALLER DOGS PLUS THEY MIGHT GO AROUND POOING AT OTHER RESIDENT'S LAWN ETC WHICH IS NOT A VERY NICE THING TO EXPERIENCE AND DEFINITELY AVOIDABLE AND MANY OTHER THINGS YOU CAN DO WHICH I AM SURE YOU CAN POSSIBLY THINK OF SOME.
LAST BUT NOT LEAST YOU SHOULD COME FORWARD AND LEND THE RA A HELPING HAND TO ENSURE THAT THERE IS SUFFICIENT MANPOWER AND RESOURCES TO CONTINUE TO BUILD AND TO PRODUCE THE NEXT GENERATION OF REPRESENTATIVES THAT WILL LEAD THE COMMUNITY TO MORE AND BETTER ACHIEVEMENTS.

Tropicana residents draft bill

By TAN KARR WEI

RESIDENTS of Tropicana in Petaling Jaya have come up with a proposed Gated and Guarded Community Bill 2009.

Tropicana Residents’ Association (TRA) chairman Victor Lye handed over the bill to Subang MP Sivarasa Rasiah during a dialogue with officers from the Petaling Jaya City Council (MBPJ) recently.

Among those who attended the session at the Tropicana Golf and Country Resort were Kota Damansara assemblyman Dr Nasir Hashim and Tenaga Nasional Berhad (TNB) representatives.

TRA vice-president Mohamed Shukri Zain said that residents have been working together for the past one year to come up with the draft, guided by a resident who was a former Bar Council chairman.

“Tropicana used to be a gated community but the common areas have been handed back to the council,” said Shukri.

The developer initially maintained the common roads and facilities but handed it over to the MBPJ so that residents did not have to pay double charges of maintenance fees and assessment.

A platform to speak: Lye (left) and Shukri at a dialogue with officers from the MBPJ

Problems arose because the arch structure and boom gates at the entrance violated the council’s guidelines.

Residents were told to remove the structures so that services like waste collection and drain-cleaning would not be affected.

“We are taking the initiative to come up with this bill because there has always been a grey area when it comes to gated and guarded communities,” said Shukri.

Sivarasa said that the bill would have to be discussed at several levels including with MBPJ and the state.

In the interest of security, he advised the TRA to emulate surrounding neighbourhoods where the boom gates were only lowered from 11pm to 6am, allowing the public access during the day.

Lye also suggested that parts of Persiaran Tropicana in front of the Tropicana entrance be turned into a one-way road to ease congestion by preventing traffic from areas like Kota Damansara from passing through.

Traffic consultant Goh Bok Yen said that this would worsen the traffic problem because there were no other alternative roads going in and out of the area.

Dr Nasir said that any solution for traffic problems must not be centred around any one area and the needs of other people must be considered.

Goh said that there was a bigger problem looming because there was a proposal from another developer to take back the land next to the former Sony building in Bandar Utama, currently part of Jalan Tanjung Bandar Utama.

“This would effectively cut off access into Lebuh Bandar Utama, affecting not only Tropicana residents but also traffic coming to and from areas like Kota Damansara and Bandar Utama,” said Goh.

He said that an alternative would be for MBPJ to acquire the land but no decision has been made so far.

Registering RAs not that difficult a task

By OH ING YEEN

IN recent years, many residents associations (RA) have been formed as more people realise the need for a unified body to represent the community and decide on issues pertaining to the neighbourhood.

However, some of these RAs are still only pro tem committees as they have either not realised the importance of getting registered or simply do not know the right procedures. There are even cases of two or more RAs situated just a few streets apart in the same neighbourhood.

With the increasing number of RAs hiring security guards, it is also important for RAs to have their accounts audited so that they can provide proof that the money collected from residents is spent in the right manner.

In 1994, it took USJ RA founder Joseph Xavier four months of paper work and travelling to and from the office of the Registrar of Societies (ROS) to have the RA registered.

Seeds of an idea: Many RAs begin with informal meetings among the residents.

MPSJ gets MCMC to help in war against illegal advertisements

By THO XIN YI

THOSE who put up illegal advertisements in areas under the jurisdiction of the Subang Jaya Municipal Council (MPSJ) will find their advertised telephone lines barred.

MPSJ president Datuk Adnan Md Ikshan said at the full board meeting yesterday that the council was working with the Malaysian Communica-tions and Multimedia Commission (MCMC) to curb the problem of illegal banners, buntings and stickers offering an assortment of services.

“The MCMC has agreed to co-operate with us on this. We will collect the telephone numbers and submit them to the MCMC, which will then bar the telephone numbers,” he said.

Adnan said the council enforcement personnel would also spray paint on the stickers to cover the numbers.

“This is to let the culprits know that they cannot do such unlawful things in areas under the MPSJ,” he said.

Adnan said those caught red-handed while putting up such advertisements would be fined RM1,000 for vandalism.

He said the MPSJ welcomed ideas and suggestions on redevelopment in certain areas under its jurisdiction, similar to what was being done in Petaling Jaya and Klang under the stimulus package announced by the Selangor government.

“We have received a proposal from a company on redeveloping Kampung Baru Seri Kembangan.

“But it is up to the residents to decide whether they really want it, particularly those staying in old areas that are disorganised and equipped with only poor road and drainage systems,” Adnan said.

“The residents can form a committee and forward their views to us. This is not an overnight job and a long time is needed to study the plans thoroughly,” he said.

The MPSJ is also setting up a wireless broadband access network in the certain zones in the municipality.

“The contractor appointed by the state government will be conducting site surveys to identify the best spots to install the equipment,” Adnan said.

He said the MPSJ also welcomed developers interested in reviving abandoned projects to contact it to discuss their proposals.

Meanwhile, residents will be able to air their grouses and complaints to Selangor local government, research and studies committee chairman Ronnie Liu during a meet-the-people session on May 10 at the Puchong Indah community hall.
